RULES
very
class offered herein is covered by the rules and specifications of the current
USEF rule book and will be conducted and judged in accordance therewith.
- Every entry shall constitute an agreement that the person making
it, is subject to the rules and regulations of the Midwest Charity Horse Show
and the rules of the USEF.
- The Midwest Charity Horse
Show will not be responsible for any damages to person, animal or property at
the show or on the fairgrounds, nor shall they be liable for any accidents or
injuries sustained by persons or animals on the show grounds at any time. Neither
will they be responsible for any vehicle or any equipment which is lost or damaged.
- A recognized competition may refuse any entry of an exhibitor
or the participation of any agent, trainer, rider, driver, or handler who has
shown an objectionable attitude or behavior at a recognized competition or toward
its management, which management is able to substantiate, or previous unsportsman-like
behavior at a recognized competition which management is able to substantiate.
- Life, Senior Active and Junior Active Members shall be eligible
to participate in all classes at regular competitions, combined training/eventing
competitions at the preliminary level or above and combined driving competitions
at the advanced level or above, dressage and vaulting competitions and endurance
rides provided the respective breed/discipline dues or breed/discipline category
fee has been paid. A non-member may participate as a handler, rider, driver, owner,
lessee, agent, coach or trainer at regular competitions, combined training/eventing
competitions, dressage competitions and combined driving competitions upon payment
of a $20 non-member registration fee and a $5 breed/discipline category fee for
each breed/discipline. Participants in the following classes are exempted from
the requirements of this rule: 1) Lead line; 2) Exhibitions; 3) Games and Races;
4) Classes for 4-H Members; 5) Walk-Trot and Academy Classes (Academy
classes are classes limited to horses used regularly in a lesson program);
6) USEF Introductory Level Tests, Pas De Deux and Quadrille Classes. Also exempted
from this requirement are residents of other nations who are members in good standing
of their national federation, and 7) assistant handlers in dressage sport horse
breeding classes; and 8) citizens of other nations who are members in good standing
of their national federations and, in the case of riders, drivers or vaulters
competing in disciplines recognized by the FEI, in possession of a foreign competitors
license to compete in national competitions, which has been issued by the federation.

- Entries will be accepted
through midnight, May 1, 2005. Exhibitors canceling their entries after the official
date for the closing of entries without a veterinarian certificate shall forfeit
their entry fees. No refunds made during show. Refund forms will be processed
after the show. However, there will be NO REFUND(S) OF STALL RENT, OFFICE FEE
OR FEDRATION FEE.
- For every horse participating in any competition
recognized by the Federation, a $10.00 Federation fee will be collected ($7.00
shall be an Equine Drugs & Medication fee to provide for research, inspection,
and enforcement of rules regarding use of medications and drugs.) See article
407.1, .2, .3 of the Federation Rules.
- Box stalls with doors will
be provided inside permanent barns at a charge of $100.00. Tack stalls will be
$100.00. A $45.00 Stall Fee for only 1 class, 1 night, i.e., Lead Line.
Post stabling after May 8, 2005 will be accepted on a space availability
basis with a $10.00/stall post stabling fee. This fee is in addition to initial
stall fee. - Entry fees are: $35.00 for Equitation and $35.00 for
all other non-money classes; $35.00 for all breed preliminary classes; $55.00
for Championship or Stake classes other than those identified elsewhere in this
publication.
Post entries will be accepted after May
8, 2005 deadline with an additional $25.00 post entry fee per horse or pony entered.
Any exhibitor failing to cancel an entry he/she does not
intend to show in any class in which the animal was duly entered will be assessed
a fine of $25.00 for failure to cancel up to 1 hour before the start of the performance
in which the class is shown. - Prize Distribution

prize distributions. Prize money for placings in all classes will be distributed
within 60 days of the close of the show to the address which is shown on your
entry form with checks made payable to the person(s) (payee) or entity specified
on your entry form with Social Security Number. - The Horse Show
Committee, also considered the management of the Horse Show, reserves the right
to cancel any class(es), when there are less than four (4) entries the property
of different owners, or to combine or divide any class or class(es) should such
be in the best interest of the show. All exhibitors will be notified by the committee
of such changes before the first performance of the session containing the affected
class.
- All classes will be shown in the numerical order listed.
Any changes deemed necessary by show management will be made in accordance with
USA Equestrian regulations.
- USA Equestrian Medal Class and N.H.S.
Saddle Seat Event are offered for USA Equestrian Junior Members in Saddle Seat
Equitation.
- All riders, other than Junior Exhibitors, will be
considered professionals unless carrying a current amateur card from the USA Equestrian,
or satisfactorily completing an application for same with the Secretary at least
one hour prior to the class. An amateur is one who rides or drives for the love
of the sport, not as a professional or for a livelihood. Open and Ladies Classes
are those in which both amateur and professionals may compete unless it is specified
an Amateur Ladies Class or Amateur Gentlemen Class.
- Exhibitors
are notified that any act of discourtesy or disobedience to judges and/or officials
on the part of the exhibitor can result in forfeiture of all entry and stable
fees and winnings and ejection from the show grounds.
- MEMBERSHIP,
STALL, ENTRY, OFFICE AND USA EQUESTRIAN FEES MUST ACCOMPANY THE ENTRY BLANK OR
THE ENTRIES WILL BE RETURNED TO THE SENDER. CHAMPIONSHIP AND STAKE FEES MUST BE
PAID BY THE SPECIFIED TIME. BUT IF ENTRY IS WITHDRAWN AFTER THE DEADLINE, NO REFUNDS
WILL BE GIVEN. IF BLANK SIGNED CHECKS ARE RECEIVED THEY WILL BE PROCESSED FOR
FEES ASSESSED, WHEN PROCESSING ENTRIES. FEES INCURRED DURING THE WEEK OF THE SHOW
MUST BE PAID BY SATURDAY MIDNIGHT JUNE 18, 2005, OR AN ASSESSMENT FEE OF $50.00
WILL BE CHARGED. SHOW FEES WILL NOT BE DEDUCTED FROM WINNINGS.
- Approved protective head gear is recommended in all classes.
- Competition/show
arena footing is sand and sawdust on clay. Dimensions of arena are 190' x 130'.
Makeup Arena is 250' x 200' and is sand on clay.
Entries
Close May 8, 2005 at Midnight Entries
must be in the hands of the Secretary, Cheryl Rangel, by Midnight, May 8, 2005.
To Compete In Championships and/or Stakes
To
be eligible for entry in a performance Championship or Stake, a horse or pony
must have been entered, shown and judged in a qualifying class in the same division
or section. Championship and Stake fees will be due and payable during the performance
prior to the session. The first four places must show back in their Championships
or Stakes or forfeit their preliminary prize money.
Measurement
Cards No
animal may be shown in a class restricted to ponies unless owner possesses a current
measurement card issued by the USA Equestrian. A horse is one that measures
over 14.2 hands; a pony is one that measures 14.2 hands or under. Ponies
will be measured Tuesday and Wednesday mornings at 8:30 A.M., June 15 and 16,
2005. Place to be announced. Please bring your permanent cards at that time also.
Three Gaited Saddlebred horses may also be measured at the above times.
Arrival
Time and Care of Horses Exhibitors
must furnish own feed and bedding, which may be purchased on the grounds. For
further information contact horse show office in Coliseum. The feed man will be
in the Feed Concession Barn north of the Shoeing Shop. Notice: Animals
not permitted on the Fairgrounds before June 12, 2005. If it is necessary
to stable before that time please call Judy Kjellander. An additional fee for
the Fairgrounds will be assessed for those who arrive early. There will
be a designated area for House Trailer and Recreational Vehicle parking, for a
nightly fee, payable at the horse show office upon arrival, cash or check payable
to Illinois State Fair.
Notice
- Coliseum
and Horse Show Office will close 1 Hour before each performance at 10:00 a.m.
daily and 6:00 p.m. each evening.
- For
the safety of the younger riders the Coliseum will be open for one hour
after each matinee for quiet practice for them only. No training of horses
or ponies, including lunging, at that time.
- No
whips, and/or towels may be used by attendants on the rail in the seating areas.
The Midwest Horse
Show Board strongly recommends: - That
all attendants in the ring be appropriately dressed.
- All
entries are requested to come to the make-up ring prior to their class. The gate
to the show ring will be closed 2 minutes after the first entry enters the ring.
Please be ready.
- Owners:
Please list the trainer you will be stabling with. Return stabling
form in back of Prize List to:
Judy Kjellander or (217) 553-1202. This should concur with your entry blank.
- Trainers:
Please list all of your owners on the stabling form
and the number of stalls needed for horses and tack.
All members/exhibitors are invited to attend the Annual Meeting of the Midwest
Charity Horse Show Association to be held in Springfield, Illinois. The meeting
